1Saute sweet red pepper in sesame oil in a large skillet for 2 minutes. Add green onions, ginger, garlic, and crushed red pepper, and saute 1 minute.
2Combine chilled noodles, red pepper mixture, lettuce, and crabmeat in a large salad bowl; toss gently.
3Combine soy sauce and remaining ingredients in a small bowl, stirring with a wire whisk. Pour the dressing over the noodle mixture; toss gently to combine. Cover and chill for 30 minutes. Toss again just before serving.
