Place peppers, celery, bacon, eggs and cherry tomatoes in a large bowl. Sprinkle sugar over top. Stir to coat. Set aside.
2Cook macaroni for 8 minutes after adding to boiling water.(you want it al-dente) Drain macaroni-do not rinse; pour over vegetable and bacon mixture in the large bowl; the heat of the pasta will bring out the bacon flavor. Stir occasionally until mixture is cooled.
Combine all ingredients in a large measuring cup(I used a 4 cup measure. Mix all ingredients well to blend.
4Pour over macaroni mixture. Stir to coat evenly. Chill. Best served cold. Also serve with fresh fruit..
