1Saute onion and celery lightly in vegetable oil. Sprinkle chops with salt and pepper to taste.
Add chops to skillet and brown on both sides. Then remove and set aside.
2Add water, brown sugar, salt, pepper and 1 1/2 cups of the tomato sauce. Heat and stir bringing to a boil. Add rice and stir. There will be a lot of liquid but the rice will absorb it. Put chops into this mixture.
3Cover and simmer for 30 minutes. Pour the remaining 1/2 cup tomato sauce over chops and simmer 15 minutes longer.
