1In lg bowl, combine turkey, bread crumb, egg, 1/4 cup water, 1/2 tsp salt and pepper. Form into 1" meatballs. In another bowl, combine tomatoes, brown sugar, worcestshire sauce, lemon juice, remaining salt and water, mix well.
2In lg pot, place 1/2 the cabbage into pot. Add meatballs and 1/2 the tomato mix. Top w/ remaining cabbage and tomato mix. Bring to a boil over medium heat.
3Reduce heat to low and simmer 20 mins, stir gently, simmer 40 more mins.
