3 Tbspvegetable oil, divided

3/4 clong grain rice

2navel oranges, peeled, and coarsely chopped

1 can28-oz. can diced tomatoes, undrained

1 can14.5 oz. can black beans, rinsed and drained

1 tspdried oregano

1/2 tspground black pepper

1/4 tspcayenne pepper
How To Make baked tilapia - costa rican-style

1To make the marinade, combine lime juice, 1 tbsp. oil, 2 tbsp. cilantro, 1 tsp. garlic,1/2 tsp. salt and the sugar in a shallow dish. Add the tilapia and marinate 15 minutes, turning once.

2Cook rice according to pkg. directions and keep the rice warm while the fish is marinating.

3Preheat the oven to 400 degrees F. In a large,deep skillet , heat 2 tbsp. oil on medium heat. Saute the remaining garlic and add the onions. Cook until onions are soft about 5 minutes. Add 2 tbsp. cilantro, the oranges, diced tomatoes, black beans, oregano and the remaining salt, black pepper and the cayenne. Cook, uncovered until hot; stirring occasionally.

4Place the hot rice in a 9 x 13 baking dish. Spoon the tomato/bean mixture on top of the rice and blend gently. Overlap the tilapia fillets on top and even marinade over filets.

5Bake about 15-20 minutes or until fish begins to flake when test with a fork.
