The seasoning is well balanced with the tomato, rice, and meat mixture. Cayenne pepper adds the perfect amount of heat, though that can easily be omitted. We loved all the layers of cheesy goodness. It will become one of your favorite go-to dinner meals. Thanks to the cabbage, it's even ideal for New Year's or St. Patrick's Day.

Ingredients
- cooking spray
- 1 pound lean ground beef
- 1 medium onion, chopped
- 3 cloves garlic, minced
- 1/2 teaspoon paprika
- 1/2 teaspoon onion powder
- 1/4 teaspoon ground cayenne pepper
- 2 tablespoons brown sugar
- 1 can tomato sauce (15 oz)
- 1 can low sodium beef broth (14.5 oz)
- 1 cup uncooked long grain white rice
- 2 tablespoons olive oil, divided
- 1 medium green cabbage, chopped
- 1 1/2 cups finely shredded sharp cheddar cheese
- 1 1/2 cups finely shredded Monterey Jack cheese
How To Make cabbage roll casserole

Step 1Preheat the oven to 350 degrees F. Spray a 9×13 casserole dish with nonstick or olive oil cooking spray.

Step 2In a large skillet, brown the ground beef. About halfway through, add the onion. Once browned, reduce the heat to low. Add the garlic and cook for 1 minute, stirring continuously. Drain any excess fat from the skillet.

Step 3Add the paprika, onion powder, cayenne, brown sugar, tomato sauce, beef broth, and rice. Bring the mixture to a low boil. Turn to a simmer and cover with a lid. Cook 20 minutes until the rice is tender.

Step 4Heat 1 tablespoon olive oil in another large skillet over medium heat. Add 1/2 of the chopped cabbage and cook until slightly tender; 5-7 minutes. Remove and repeat with remaining olive oil and remaining cabbage.

Step 5Spread the cabbage over the bottom of the casserole dish.

Step 6Top with half of the ground beef mixture.

Step 7Sprinkle with 1/2 of the cheeses, blending them.

Step 8Spread the remaining cabbage over the cheese in the casserole dish. Top with the remaining beef mixture and then with the remaining cheese.

Step 9Cover the casserole with foil and bake for 20 minutes.

Step 10Remove the foil and bake another 20 minutes or until the cheese is lightly browned.
