2Meanwhile, preheat oven to 350 degrees. Cut tops off peppers and remove core and seeds. In a large sauce pot bring enough water to a boil to cover peppers. Add peppers, cook over medium heat for 5 minutes. Drain and set aside
3In a large skillet, combine beef celery and onion and cook 8-10 min. or till beef is cooked through. Stir frequently. Drain
4Add cooked rice, salt, pepper, ketchup and tomato, mix well. Spoon mixture into peppers. Put peppers in a ungreased shallow baking dish.
5In a small bowl, combine tomato sauce, sugar and basil, mix well. Spoon half of the sauce over peppers.
Bake for 30-40 minutes or till peppers are tender, spoon remaining sauce over peppers and sprinkle with cheese during the last 5 minutes of baking.
