1Using a dutch pot heat oil;
Combine flour,salt, pepper in a paper sack;
Place a few pieces of stew beef in paper sack shake;
Brown in oil a few pieces at time;
Add: onions, stew meat, the 6 cloves, bay leaf,broth and boiling water
Simmer on low for 3 hours or until meat is tender
Add: tomato sauce,carrots,and lima beans cook until vegetables are tender.
