In a bowl, combine soy sauce, vinegar, brown sugar and cornstarch.
Haet oil in lg skillet or wok over med-high heat. Stir fry ginger and garlic 30 seconds. Add steak strips and stir-fry 2 mins, or until browned. Add snowpeas, stir-fry 3 mins.
Add the soy sauce mix and bring to a boil, stirring occasionally. Lower heat to a simmer until sauce is thickened. Serve mix over rice.
