  Spray a 9x13 pan with cooking spray. Place the royal blue melting wafers in the microwave at 1 minute intervals stirring until smooth. Add the sweetened condensed milk and mix well. Pour into the prepared pan.

  Press the eyeballs and pieces of cookies into the fudge. Refrigerate about 4 hours until hardened. Cut into squares.
