Wedding Cake Cupcakes

1 Tablespoon baking powder
1/2 teaspoon salt
2 cups granulated sugar
1 cup vegetable oil
8 large egg whites ((room temperature))
1 1/2 teaspoons almond extract
1 teaspoon vanilla extract
1 cup real buttermilk ((do not substitute))
1 cup salted butter
4 cups powdered sugar, (sifted)
3 - 4 Tablespoons heavy cream
1 1/2 teaspoons almond extract
1 1/2 teaspoons vanilla extract
