Twice-Baked Potatoes

2 10-ounce baking potatoes
vegetable oil
1/4 cup sour cream
2 tablespoon butter
2 tablespoon milk
2 green onions, chopped
1/4 teaspoon salt
1 dash of pepper
4 slices bacon, cooked and crumbled
1/4 cup shredded cheddar cheese, plus more for topping
