Tempura Green Beans with Sriracha Aioli + Soy Ginger Dipping Sauces

INGREDIENTS
Peanut or grapeseed oil, for deep frying
1 1/2 cups unbleached all purpose flour
1 teaspoon kosher salt, plus more for finishing
1 (12 ounce) can cold seltzer (I used Vintage® Original)
8 ounces French green beans, rinsed and dried well, trimmed
6 tablespoons mayonnaise
1 tablespoon sriracha
1 tablespoon finely chopped cilantro
1/4 cup low sodium soy sauce
1 teaspoon freshly grated ginger
1/2 teaspoon honey
1/2 teaspoon unseasoned rice vinegar
1 1/2 teaspoons sesame oil
1/4 teaspoon toasted sesame seeds
