2 teaspoons cornstarch dissolved in 2 tablespoons water
3 to 4 cups oil for deep-frying and stir-frying, as needed

1 small onion
2 medium carrots, peeled and cut diagonally into 1/2-inch pieces
1/2 green bell pepper, cut into cubes
