Spanakopita-ish Baked Pasta

INGREDIENTS
3 tbsp olive oil, divided
1 sm head cauliflower, cut into florets (or half a large head)
1 bunch lacinato kale, stems removed and roughly chopped
2 tbsp unsalted butter
6 cloves garlic, finely minced
2 tbsp all-purpose flour
2 c half-and-half
½ tsp kosher salt, plus more to taste
½ tsp red pepper flakes
1 c finely grated Parmesan, plus more for topping
¼ c finely chopped flat-leaf parsley
Zest of 1 lemon
1 tbsp lemon juice
7-8 oz feta cheese, crumbled and divided
½ lb short pasta (rigatoni, shells, etc.) cooked to very al dente, ½ cup pasta water reserved
