1dice celery, onion. saute in the 2 T of butter. Add the garlic, add a little salt and pepper. When they are soft add 2 T. of flour. Cook for 2-3 minutes.
2Add the chicken broth, chicken, salt, pepper, chicken base, corn, milk, herbs.While this is on simmer, make the dumplings.
3Combine 2 cups flour, baking powder, salt. Add the butter cut into small chunks. Mix until it looks like small crumbles. Add the water. Work into a dough. Put onto a floured surface and roll out. Cut into whatever shapes you like.
Drop into a hot almost boiling soup.
