Cook macaroni according to directions. Drain and rinse.
2MELT butter in medium saucepan on medium heat. Whisk in flour; cook 2 min., stirring constantly. Gradually stir in milk and heavy whipping cream. Bring to boil; cook and stir 3 to 5 min. or until thickened. Add VELVEETA; and other cheese. Cook 3-5 mins or until melted, stirring frequently. Stir in macaroni. Add salt and pepper to taste.
3SPOON into casserole dish. Melt 1/2 stick of butter in microwave. Stir in bread crumbs and parsley. Sprinkle bread crumb mixture over casserole. Garnish with additional parsley.
