In a skillet, sauté the onion and green pepper in oil for about 2 minutes.
Add the rice and stir until coated with oil.
Add the tomatoes, turmeric, cumin, salt, garlic powder and water, and bring to a boil. Reduce heat, cover and simmer about 20 minutes or until liquid is absorbed.
Stir in fresh chopped cilantro, and serve.
