green bell pepper chopped
olive oil, extra virgin
2Wash the beans and soak overnight in 2 quarts of cold water.
3Saute the onion (and it's just as good if you leave the onion raw), garlic and pepper in the oil.
4Combine all the ingredients except the vinegar and rice, and cook over low heat until the beans are tender.
5Add the vinegar and serve over the rice.
