Step 1BOIL NEW POTATOES UNTIL ALMOST DONE ,COOL; CUT IN HALF AND PLACE IN A CASSEROLE DISH ,POUR MILK & WATER OVER THIS

Step 2SAUTE GREEN ONIONS AND TOPS & PARSLEY IN BUTTER, POUR OVER POTATOES AND BAKE IN 375* OVEN UNTIL POTATOES ARE DONE:SPRINKLE TOP OF POTATOES WITH SOUR CREAM ,CHEESE & CHIVES
