So a wise person told me that Hard Boiled Eggs are one of those things that need a HOT start. The immediate immersion in boiling water followed by the rapid cooling causes the membrane to pull away from the shell to make peeling easy. This works for me every time. Also recommend using fresh eggs.

How To Make perfect easy to peel hard boiled eggs.

Step 1Place water in pan of choice and bring to boil. Be sure to heat enough water to cover eggs completely.

Step 2Using tongs or slotted spoon, place eggs gently into boiling water.

Step 3Reduce heat and allow eggs to cook for 13 minutes.

Step 4Remove from heat and flush eggs under tap with cold running water til water is cold in pot. Allow eggs to sit 5 minutes.

Step 5After 5 minutes, eggs will be cool to touch. Tap to break shells and peel. Viola!
