Shrimp Perloo

INGREDIENTS
1 cup long grain white rice
1 Â 1/2 pounds large shrimp, peeled, deveined and tails removed
1 teaspoon sweet paprika
 1/2 teaspoon smoked paprika
 1/2 teaspoon celery salt
 1/2 teaspoon salt
 1/2 teaspoon black pepper
dash of cayenne
6 strips bacon, diced
1 medium onion, chopped (about 1 cup)
2 celery stalks, chopped (about  1/2 cup)
1 medium green bell pepper, chopped (about  1/2 cup)
14.5 ounce can crushed tomatoes
2 cups seafood stock (or vegetable stock)
2 Tablespoons chopped parsley
1 bay leaf
