For the Short Ribs:

2 1/2 pounds boneless short ribs, small dice
Kosher salt and freshly ground black pepper, to taste
1/3 cup all-purpose flour
2 garlic cloves, minced
1 medium yellow onion, thinly sliced
1 medium carrot, small dice
4 ounces button mushrooms, quartered
2 1/2 cups red wine (preferably a Burgundy Pinot Noir), divided
2 teaspoons chopped fresh rosemary
1 teaspoon chopped fresh thyme
For the Whipped Potatoes:
2 pounds (6 medium) Yukon Gold potatoes, peeled and cut into 2-inch pieces
1/2 cup grated Parmesan
1 teaspoon chopped fresh rosemary
5 garlic cloves, finely minced
1 1/2 sticks unsalted butter, softened
