Sheet Pan Teriyaki Chicken Thighs

1 pound boneless skinless chicken thighs
2/3 cup Teriyaki sauce
1/3 cup water
1 tablespoon rice wine vinegar (or apple cider vinegar)
2 garlic cloves (minced)
1 tablespoon ginger
3 small heads of broccoli (cut into florets (or 4 cups))
3 medium carrots (peeled and cut into thin slices)
1 yellow onion (quartered and broken apart)
green onions (sliced for serving)
cooked rice (for serving)
