Schmohrkohl- Braised Cabbage with Ground Beef

1 kg cabbage (green or white cabbage, or savoy cabbage)
2 onions (about 200 g)
2 cloves garlic
2 tbsp vegetable oil
500 g ground beef / minced beef
3 tbsp tomato paste
1 tbsp sweet paprika powder 
1 tsp carraway seeds
1 pinch sugar
500 ml beef broth
salt
pepper
2 tbsp fresh parsley leaves
4 tbsp sour cream
