1/2 cup white all-purpose flour
1 teaspoon coarse salt, plus extra for sprinkling
1/2 teaspoon cracked pepper
2 tablespoons chopped, fresh Rosemary, plus extra for sprinkling
3/4 - 1 cup water
1 cup freshly grated Parmesan cheese
4 tablespoons olive oil, divided

1 cup heavy cream
1 tsp Kosher salt
1 lemon (for juice and zest, or 3 Tbs White Wine Vinegar)
2 Tbs freshly chopped dill
