4 small red potatoes

1 bunch green onions, minced
1⁄2 yellow onion, peeled, halved, and minced
1 cup whole milk
1 pound rockfish, boned and skinned
Salt and freshly ground black pepper
Ground nutmeg
1 lemon, cut in half
1 small bunch flat-leaf parsley, minced
Canola oil for frying 2 large eggs
1 cup all-purpose flour 1 cup panko
Coarse sea salt (optional)
1 cup sour cream
Juice of 1⁄2 lemon
1⁄4 cup grated horseradish
1 clove garlic, peeled and minced
1 tablespoon dijon mustard
1 teaspoon red wine vinegar
2 teaspoons chopped chives
Salt and freshly ground black pepper
