1/4 cup loosely packed fresh parsley, stems removed
1 teaspoon granulated white sugar
1/2 teaspoon salt
1/4 teaspoon black pepper
1/4 teaspoon red pepper flakes, optional
3 tablespoons extra-virgin olive oil
1 tablespoon water
