3 medium Yukon gold potatoes (about 1 pound)
1 cup all-purpose flour
1 1/2 teaspoons salt
1 1/2 teaspoons garlic powder
1 teaspoon baking powder
1/2 cup whole milk
1 large egg
1 tablespoon butter (melted)
1/4 cup green onions (white and light green parts, thinly sliced)
1/4 cup canola oil (for frying)
