1 clove garlic, minced
1 scallion, minced
1 tbsp. cornstarch
3 tbsp. vegetable oil
For the Dipping Sauce
3 tbsp. Chinese black vinegar
2 tsp. chile-garlic paste
1 tsp. soy sauce
1⁄2 tsp. toasted sesame oil
1⁄2 tsp. sugar
