Polish Pasta Casserole

INGREDIENTS
4 cups of uncooked short pasta (penne or fusilli recommended)
2 tablespoons of unsalted butter
2 tablespoons of all-purpose flour
2 1/2 cups of milk
1 cup of sour cream
2 tablespoons of Dijon mustard
1 teaspoon of garlic powder
1 jar 16 oz of sauerkraut (thoroughly rinsed and well-drained)
1 1/2 pounds of smoked Polish sausage or kielbasa (cut into 1/2-inch slices)
3 cups of grated Swiss cheese (divided)
4 green onions (finely chopped)
Kosher salt and freshly ground black pepper (to taste)
