1 pound dried penne pasta

1 small yellow onion, diced
3 cloves garlic, finely minced
1 pound ground Italian sausage
1 teaspoon sea salt
1 teaspoon ground black pepper
1 teaspoon ground cumin
3 tablespoons unsalted butter
3 tablespoons all-purpose flour
2 cups whole milk
8 ounces Taleggio cheese, rind removed, and diced
6 ounces parmesan cheese, grated and divided
10 ounces frozen peas
