INGREDIENTS
3 C water
3 C unsalted chicken broth
1/2 medium onion, unpeeled, roughly chopped
4 large garlic cloves, unpeeled and crushed
1 C 1" pieces of Parmesan cheese rinds, plus a little grated for serving
kosher salt
1/2 C small pasta (ditalini or orzo)
1/2 C frozen peas
