Panera Chicken & Wild Rice Soup

INGREDIENTS
3 tablespoons unsalted butter
1 cup yellow onion (diced)
1 1/2 cup carrots (coins)
1 1/2 cup celery (thinly sliced)
1 tablespoon minced garlic
1 1/2 teaspoons sea salt
1 teaspoon dried thyme leaves
3/4 teaspoon white pepper
1/2 teaspoon dried tarragon
1/2 teaspoon onion powder
1/16 teaspoon turmeric (for color (at the end))
1 bay leaf
3 tablespoons all-purpose flour or gluten free flour
1 1/2 cups wild blend rice
8 cups chicken stock
2 cups filtered water
2 teaspoons fresh parsley (chopped)
1/2 teaspoon sugar
3 3/4 cups cooked chicken breast (cubed)
3 cups evaporated milk (2 cans)
2 tablespoons cornstarch
1 tablespoon fresh parsley (chopped (for garnish))
