Pan-Seared Chicken with Creamy Garlicky Wine Sauce

1/2 cup (120 ml) white wine
1/2 cup (120 ml) heavy cream
1 teaspoon (1.6 g) dried tarragon
1 tablespoon (4 g) chopped fresh parsley, for garnish
