1 c. mayonnaise
1/2 c. sour cream or Greek yogurt
1/4 c. chopped fresh chives
1 tbsp. lemon zest plus 2 tbsp. fresh lemon juice (from 1 to 2 lemons)
1 tsp. hot sauce (optional)
1/2 tsp. ground black pepper
3 celery stalks, chopped
1 red bell pepper, chopped
