INGREDIENTS
1 teaspoon oil
1 medium shallot (or 1/4 cup finely chopped white or yellow onion)
2 garlic cloves, finely minced or 1 teaspoon garlic powder
1 cup milk
2 cups water
2 1/4 cups low-sodium chicken broth
16 ounces small pasta shells
1 teaspoon salt
1/2 teaspoon pepper
2 tablespoons milk or heavy cream
1 tablespoon Dijon mustard
1 tablespoon fresh lemon juice
2 5-ounce cans white albacore tuna, drained
Salt and pepper to taste
Fresh parsley, chopped
Lemon wedges, for serving
