1/2 cup (125 mL) all-purpose flour
3 cups (750 mL) milk, divided
1/4 tsp (1 mL) salt
1/4 tsp (1 mL) coarsely ground black pepper
3 eggs, lightly beaten
1 oz (30 g) Parmesan cheese, grated
2 tbsp (30 mL) chopped fresh parsley
