1/2 cup whole or 2% milk

1/3 cup unsweetened cocoa powder
•
1 cup semi-sweet chocolate chips
•
1 quart heavy whipping cream (divided)
•
Remaining whipping cream (2 cups less 2 Tbsp)
•
2 Tbsp sugar
•
1 chocolate bar (grated)
