2 tablespoons warm water, 110°F (43°C)
3 large eggs
3 1/2 cups all-purpose flour, plus more as needed
Nonstick cooking spray
Vegetable oil, for frying
1 cup granulated sugar
1/2 teaspoon ground cinnamon
