Season the scallops with salt and pepper. Set aside. Place the garlic, chiliies, cilantro, fish sauce, Agave, and lime juice in a food processor and process until well incorporated.
Add oil to a large skillet. Sear the scallops until browned. Work in batches removing scallops to plate.
Once all are browned, place back in pan and pour the sauce over and bring to a boil. Turn heat off and serve immediately.
