Butter a casserole dish. Slice potatoes and layer into casserole dish. Sprinkle with salt and pepper. Next sprinkle the chopped celery and a 1/3 of the green pepper, finely sliced and 1 medium onion thinly sliced. add salt and pepper to taste.
Cover with a layer of ground round steak. Season meat, repeat layers till casserole is almost filled. (3 layers in all)
Pour the contents of the tomatoes over top layer of ground round steak and bake in 350 degree oven for 1 1/2 hours.
