1Saute green onions and peppers with butter in a large frying pan. Whisk eggs with milk,cumin,salt and pepper in a bowl. Pour egg mixture over green onions and peppers and scramble gently. Ijn a separate 12" non-stick frying pan, melt a little butter and place one flour tortilla and 1 1/2 ounces of cheese. Add 1/4 of the cooked eggs. Cover with a second layer of cheese and cover with second tortilla. Cook 1 1/2 minutes per side or until golden brown. Remove from pan and spoon on salsa and sour cream.
