Step 1MIX ALL BUT FLOUR,OIL AND WATER.FORM INTO BALLS,AND ROLL IN THE FLOUR.BROWN IN THE OIL IN A SKILLET.AFTER BROWNED ,ALL OF THEM,ADD,THE WATER INTO THE SKILLET.PUT BOULLETES BACK INTO THIS AND SIMMER COVERED 10 MINUTES.CAN SERVE ON RICE.
