melt the butter in a skillet add chopped onion cook 3 minutes then add celery and sweet red peppers and cook another 3 minutes

sprinkle in the flour,white pepper and salt cook and stir 1 minute

slowly add the milk stir until thick

add in pasta , tuna and 1/2 cup of the parmesan cheese

and for more flavor if you like add a pinch of fresh dill then pour into a 16 inch dish sprinkle on the rest of the cheese cook uncovered for 20-30 minutes
