Brown the ground beef

In a sauce pan, combine, water, onion, ketchup, and chili powder.

Cook for about 6 to 7 minutes.

Add ground beef, prepared mustard, salt, and pepper.

Cook slowly for 10 to 15 minutes.

Put on rolls and serve HOT
