1Saute onion and garlic until tender in a dutch oven or large kettle with lid. Chop Cabbage into small pieces. Add to pot. Cook a bit -stirring to mix all together. Add cooked beef and water. Cook covered until cabbage is tender. Add tomato soup and stir well. Then add uncooked rice stirring well. Cover and turn heat down to simmer until rice is done. Cover top of casserole with the cheese and cover. shut heat off and let it sit for a few minutes until cheese melts.
