Ingredients
- 1 pound ground beef
- 1 tablespoon oil
- 1 small onion
- 3 tablespoons tomato paste
- 1 1/2 teaspoons sweet paprika
- 1 teaspoon onion powder
- 1 teaspoon garlic powder
- 1 teaspoon salt
- 1 teaspoon sugar
- 1/2 teaspoon fresh black pepper
- 2 tablespoons all purpose flour
- 2 cups whole milk
- 2 cups shredded cheddar cheese
- 1/2 teaspoon chili powder
- 2 cups pasta shells or elbow macaroni

Step 1Heat oil in large skillet over medium high heat and brown the beef. add the onions and cook until softened, about 5 mins. Stir in the tomato paste, seasonings and flour. cook 1 min. Pour in milk and broth and stir. Stir in macaroni.

Step 2Bring to a boil. Reduce to medium low heat. Cover and simmer for 10 to12 mins or until macaroni is done.
