1Brown meat in a dutch oven sprayed with non-stick cooking spray. Drain any grease.
2Add onions, bell pepper, and celery. Cook for 10 minutes on medium-low heat or until wilted. Add minced garlic, chopped jalapeno,chili powder, cumin, garlic salt, onion powder, and Mrs. Dash.
Continue cooking for about 5 minutes.
3Blend flour in water until thoroughly dissolved. Add to meat mixture. Add beef broth and mix well. Cook for 20 minutes.
