3/4 cup sugar
8 tablespoons unsalted butter, melted
1 teaspoon vanilla extract
1/8 teaspoon salt
6 1/2 tablespoons all-purpose flour
6 tablespoons cocoa powder
2 cups milk, warmed to about 95 degrees F
1 teaspoon regular white vinegar
